Tim Lines - Managing Partner

Tim is an international energy consultant, advising on financial, engineering and economic issues to high net worth individuals; multi-national oil & gas and geothermal companies, financial institutions and CIS/Eastern European governments. He is a Competent Person for reporting oil and gas volumes and valuations to the LSE and the ASX. He is an expert witness to the UK’s FSA enforcement division.
 
Tim’s most recent projects include advising oil companies and corporate investors on private placements in Russia and USA, and a farm-in offshore Israel; advising a gas buyers’ consortium in Israel on gas purchase and supply risk (EMG and Tamar); and publishing a Competent Persons Report on assets offshore Namibia for formal announcement to the LSE. In previous years he was adviser to the Russian bank EvrofinanceMosnarbank on the development & farm-out of the 900 MMbbl $1.6 billion Sredne Botuobinskoye East Siberian oilfield. He led a 3000 man-hour study for Repsol into the exploration and development of 2 billion barrels risked recoverable heavy oil in S America. He has managed the technical specification and costing; government authorisation and development of $1 billion oil, condensate and gas development in the North Sea; advised widely on the exploitation and acquisition of oil and gas reserves in the CIS for international oil companies and private investors; represented Western investors in the negotiation of  PSAs with the Azeri and Russian governments; advised on the merger of the 9 mtpa Moscow oil refinery between Moscow City Government and Sibir Energy, and managed a $100m Russian Arctic Engineering, Procurement and Construction (“EPC”) tender, award and implementation for a Fortum-Lukoil-EBRD oil consortium.
 
He is the Europe representative for digital science and engineering analytics at the Society of Petroleum Engineers (Dallas). He is a Fellow of the Geological Society of London and a Fellow of the Energy Institute; a Chartered Engineer; a Member of the Institution of Gas Engineers. He has the Freedom of the City of London as a Liveryman.
